I honestly thing both are really in style right now. A short bob is really popular, like rihanna's or katie holmes and so on. I've actually had the rihanna hair cut for awhile and i love it, but I get bored with short hair. There isn't much you can do- so i'm actually the opposite, i'm trying to grow it out.
Long, wavy natural looking hair is really in.
Just think about what you'll want in a few weeks. Change can be fun and short hair is easy, but after awhile there isn't much to do with it. I usually just wear it down because I can't put it up or any of that.

since your 21 you should start looking for more mature styles without losing sexiness. look in pages of magazines for medium length hairstyles and lots of layers that frame your face. its easy because you can transform from sexy to professional to student anytime youd like.
I'm 21 too and i have long hair and i wouldnt cut it for the world most people want long hair and regret cutting it. But it grows back so do what you want but i wouldnt go to short or anything.
since its almost the end of summer, i would keep it long because long hair is normally 'in' during winter. i like long hair better haha. i hate it when my hair is short :/
